Audacity is free, open source software for recording and editing sounds. It is available for Mac OS X, Microsoft Windows, GNU/Linux, and other operating systems.
You can download a free LAME encoder to export mp3s from Audacity HERE. And yes, you can also export OGG Vorbis files. Hey, it’s excellent and it is free.
