After months of uncertainty, California will open its carpool lanes to solo drivers in high-mileage hybrid vehicles.
The decision, announced Wednesday by the Schwarzenegger administration, puts into effect a California law passed nearly a year ago to encourage the state’s drivers to buy fuel-efficient vehicles.

Off the cuff a little, I think the carpool lanes are a joke around here, especially on I-405, Highway 520, and Highway 167. They should have solved the traffic problems first before they put carpool lanes in because most people still drive solo on these highways, and the carpool lanes hardly get used during rush hour. What a farse!
